Glittering, teeming, and utterly corrupt.
Any vice can be bought, any pleasure indulged. Any person found, any person lost. The city looks safe, and so the Leadership intends it. Hidden behind concrete, glass, and steel is a robust and complex network of forbidden technologies of flesh melded with machine.
While the towering structures of the cities are impressive, it is what is not seen that would awe most. Most won't see. For just as towering as the cities are above, so too do they burrow below. Miles and miles of tunnels, bunkers, foundations, and all manner of labyrinthine substructure not only hold up the Federation's population, the underground also helps to control and carry out some of the most vile and unspeakable horrors that the Leadership doesn't want anyone to know about on the surface.

you sure did capture it, yes you did. The only thing that you missed that I forgot to tell you about is the tremendous ziggurat of the capitol building. Many buildings in the federation are pre-stratospheric, the ziggurat is a 20,000 foot tall, 3500 story building which also houses the grand computer.
Other than that, it is perfect, from the fission power plants (you were right in assuming they couldn't get fusion to work) to the quite-similar-to-ours glass box buildings. It is all just as I imagined it
