The primary city of the Federation. Here lies the heart of all things. Dark and brooding, the city seems to be in perpetual twilight due to the heavy pollution and downright weird side effects of the abnormal technologies both above and below ground. The massive ziggurat, tallest of all structures, dominates the city center. The face of the Avatar, the Leadership's voice and image, is everywhere in this city.

From this city, the Federation dreamed the dreams of the obsessed, the mad, and the driven. Consumed with the need for perfection, the urge to feed upon any and all resources, and the emphasis on the primacy of the Federation. It was the State motto that "The Federation Shall Prevail", and no one in this city dared think otherwise.
